Pin alembic back to 1.10.4 (dependabot #452 broke install).

Browse source 
alembic 1.18.4 requires SQLAlchemy>=1.4.23, but the project pins
SQLAlchemy==1.3.22, making the dependency set unresolvable. This slipped
through because the backend pytest suite is not a required CI check
(only controller-tests and jest-tests are).
