Roland b29dc3e11f Bump wrolpi-help submodule to re-signed history ... The wrolpi-help history was rewritten to correct the author email (rolobio@rolobio.com -> roland@learningselfreliance.com) and GPG-sign all commits, which changed every SHA from the affected commits onward and orphaned the previously-pinned 2c75fbb. Re-point the submodule at 80648d3, the content-identical (same tree), signed equivalent of the old pin, so `git submodule update --init` and the Docker help build keep working.
