Deadlock on receipts_lock:

    inbound (Transport.py) <- holds receipts_lock
    validate_proof_packet (Packet.py)
    validate_link_proof (Packet.py)
    delivery_callback <- application callback, sends packet
    send (Packet.py)
    outbound (Transport.py)
    packet_sent (Transport.py) <- blocks on receipts_lock

bbc1a0d06b BackboneInterface: fix epoll RX starvation 
Speedtest.py fails when running on a shared instance with data_cap = 2*1024*1024*1024

Request both EPOLLIN | EPOLLOUT in tx_ready() and process both events in __job()

Not included:
Speedtest.py: change link.status == RNS.Link.ACTIVE to link.status != RNS.Link.CLOSED

72ba27d63c Link: fix resource cancellation 
Resource.cancel() -> Link.cancel_{incoming/outgoing}_resource()
changes the iterated list and every second resource is skipped.

Fix: iterate over copies of the two lists
