Moved femto-runonce to a service
Moved femto-usb-config-tool to a service
re-added override for meshtasticd to execute after rc-local
small fix in femto-network-config ro removed uneeded steps (same as I did in wifi config)
added a step in runonce that if no user logged in and already has been been run once, exit and do not run menu.

Add Requires so wifi-mesh-control wont start until meshtasticd is fully up. Also removed After directive for network.target as meshtasticd service file already has this. Meshtasticd should be up before this service runs.

Had to change avahi back to 80 temporarily
...
4403 is unreliable and I am guessing it's because we are on an old version of meshtastic.
Will revisit this when we move to the meshtastic package repo.
