ca5e635aa1 In Windows ensures to use synced information for new files. 
Keeps track of the sync state of info with a new st_sync field
in the stat struct.

09aaccc9e9 Uses an extended error report for FlushFileBuffers(). 
This is at now safer than ignoring the INVALID_HANDLE error.
